I think you are referring to this link SpeedTree Pipeline SDK.
It’s worth mentioning that this link is brought from the official docs SpeedTree Runtime SDK 10 User Manual where the link they shared SpeedTree Pipeline SDK 10 – User Manual is broken.
I caught this issue some time ago here but it seems there’s not much unity did since then.
