Planner Addon - When trying to assign users that arent already assigned to the project lets add them to the project

Currently if users arent added to the project yet, they wont show up in a project plannings list. Would be helpful/intuitive to still get them displayed ( possibly greyed out ) and then addable if you click them.

    This will be resolved when planning uses resources rather than directly assigning users.

    Actually this also would be helpful anywhere else, also when assigning people to tasks in a project view!
