Persistent Tool UI State

For the numerous tools that ship with Ayon - each one reverts back to it's default size, location and settings (mostly filters) in a new DCC instance.

It would be helpful if the UIs had a persistent state between DCC instances so they didn't need to be moved, resized and have the same settings re-applied each time.
