Overview: Unable to set dropdown attribute as overridden when trying to set the current 'inherited' value.

I want to set the folder status from "Inherited" to an explicit value.. but I can't if I pick the exact value it's at now. I must set it to another status and then back to "Normal" to set an explicit status here. Seems incorrect behavior? If I pick "Normal" I'd still expect it to be explicitly set.
