filtering empty and set attributes

We need to be able to filter out empty attributes or attributes with any value.

We already have something for assignees, but we need to make it work for all attributes.

Maybe adding two additional toggles instead could do the job

Is empty or Not Set, etc.

Has value or Is Set, etc.
